On June 5, 2010, I submitted an Alternative Response Technology (ART) proposal to the Horizon Support Team. After being reviewed for its technical merits, a similar approach was implemented.

How’s this for an idea that would plug the underwater gusher in the Gulf of Mexico? A new cap with an open-topped design might be the solution. To eliminate the visual disturbance and interfering pressure caused by its flowing oil, the Open-Top Cap would be installed to the the site in the open position.
1. Connect OPEN-TOP CAP to Horizon
Securing it in place, in the open position, enables maximum visibility for the ROVs.
2. Reinforce OPEN-TOP CAP base to Horizon
A sealant can be applied to the base without the interference from the pressure of the flowing oil.
3. Close OPEN-TOP CAP
In the event that leakage occurs, open CAP and repeat steps 2 and 1 until seal is adequate.
4. Connect pipe from surface to OPEN-TOP CAP
After successful stoppage of leak, connecting a pipe to resume oil output is possible.
5. Open OPEN-TOP CAP to resume output
Collect oil from surface.
